Background
The Housing Authority of the City of East St. Louis (ESLHA) provides public affordable housing and related services to eligible low-income families in East St. Louis, IL. Funded primarily by the U.S. Department of Housing and Urban Development (HUD), ESLHA manages over 1,600 units of public housing. This solicitation seeks bids for AMP Maintenance Staff Services for various developments managed by ESLHA.

Work Details
Contractors are required to provide maintenance staff for routine, urgent, and emergency maintenance services during normal business hours and potentially after-hours. Services include:

- Removal and installation of electric/gas water heaters
- Unclogging toilets, sinks, and sewer lines
- Faucet removal/replacement
- Toilet repairs
- Handrail repairs
- Smoke/carbon monoxide detector replacements
- Door installations
- Light fixture replacements
- Range hood/back splash replacements
- Bathroom exhaust fan replacements
- Floor repairs/replacements
- Appliance replacements
- Stair tread/handrail replacements
- Lock changes
- Countertop/kitchen cabinet repairs
- Tub enclosure installations
- Shower head/tub spout replacements
- Drywall repairs
- Storm door/window screen replacements
- Painting units as needed
- Maintaining curb appeal (grass cutting, snow/ice removal)
- Tree/shrub pruning
- Bulk item removal
- Furnace/A/C repairs
- Addressing parking lot/street repairs and siding/downspouts as needed.

The contractor must maintain a minimum of three employees on-site at all times and may need additional staff based on workload.

Period of Performance
The contract will commence upon award and is expected to last for a duration determined by the ESLHA based on project needs.

Place of Performance
The services will be performed at various locations managed by ESLHA in East St. Louis, IL, including Samuel Gompers Homes, John Robinson, John DeShields, Phoenix Court, Villa Griffin, and scattered sites.

Bidder Requirements
Bidders must be registered in the City of East St. Louis and possess a local business license along with a state-issued license allowing them to provide the specified services. Contractors must also comply with Section 3 requirements to ensure employment opportunities are directed to low-income persons. Additionally, bidders must submit proof of insurance covering general liability and workers' compensation before contract execution.
