Background
The School District of Springfield R-12, Missouri's largest school district, is seeking proposals from qualified Offerors for food service management. The district serves over 24,500 students across multiple educational facilities and aims to maintain high standards in its food service operations. The goal of this contract is to ensure the provision of nutritious meals that comply with applicable regulations while supporting local agriculture through the Buy American provision.

Work Details
The selected Food Service Management Company (FSMC) will be responsible for providing comprehensive food service management, including meal preparation and delivery, compliance with nutritional standards, and participation in federal and state meal programs. Specific requirements include:

1. Providing meals that meet USDA guidelines and state regulations.
2. Managing all aspects of food service operations including procurement, menu planning, meal preparation, and service.
3. Ensuring all meals are prepared using domestic commodities as per the Buy American provision.
4. Submitting a transition plan detailing how services will be implemented upon contract award.
5. Providing a performance bond of $250,000 to guarantee faithful performance of contract terms.

Period of Performance
The contract period will commence on July 1, 2026, for one year with options to renew for four additional one-year periods, expiring on June 30, 2031.

Place of Performance
Food services will be performed at various locations within the School District of Springfield R-12, including but not limited to elementary schools, middle schools, and high schools throughout Springfield, Missouri.

Bidder Requirements
Offerors must provide a bid bond of $250,000 with their proposal. They must also submit a completed Substitute W-9 Plus form instead of a standard W-9 form. Additionally, bidders must certify compliance with the Federal Work Authorization Program and provide documentation regarding felony convictions as part of their submission. All bidders are required to register with www.sam.gov to ensure eligibility for federal funding.
