Background
The City of Kansas City is seeking a qualified consultant to provide citywide Utility Locating & Marking Services. This initiative aims to ensure the accurate identification and marking of underground utilities, which include water, stormwater, sanitary sewers, traffic signals, streetlights, fiber optics, and KC Streetcar electrical lines. The services are mandated by the Missouri Underground Utility Location and Damage Prevention Law.
Work Details
The contractor will perform underground utility locating services for various facilities owned by the City within Jackson, Clay, Cass, and Platte counties. This includes approximately 745 traffic signal installations, 100,000 streetlights (50% powered by underground wiring), 2,800 miles of sanitary sewers, 600 miles of combined sewers, 2,800 miles of water mains, and 26,200 fire hydrants.
The contractor must adhere to standards set by the American Public Works Association (APWA) and the Underground Utility Location and Coordination Council (ULCC). Services include:
- Marking underground utility facilities at intervals of 6 to 8 feet with dashed lines indicating size when known.
- Providing emergency locating services during normal business hours as well as after hours including weekends and holidays.
- Taking a minimum of two digital pictures for every locate and providing these to the City within 48 hours.
- Conducting monthly performance reviews with the City to address any discrepancies in utility locates.
Period of Performance
The contract will be executed during normal business hours on weekdays with emergency services available at all times. Each locate request must be completed within two working days from receipt.

Services will be performed within the corporate boundaries of Kansas City which includes portions of Jackson, Clay, Cass, and Platte counties in Missouri.
