EProcurement Solution and Implementation Services

Background
The City of Columbia, Missouri is seeking proposals for eProcurement solution and implementation services to enhance its Purchasing Department's capabilities. The current eProcurement software in use is IonWave Technologies, and the financial management system is Tyler Technologies Enterprise ERP Software. The City issues approximately 250 solicitations annually, focusing on improving procurement processes and vendor engagement.

Work Details
The selected contractor will provide an eProcurement solution that includes:

- Vendor Management
- Bid Management
- Contract Management
- RFP/RFQ/RFQUAL Evaluation and Scoring
- Project and Management Reporting
- Vendor Insurance Certificate Management
- Integration with the City's current financial management system.

The solution should streamline procurement processes, enhance vendor participation, provide analytics for spend visibility, and improve overall customer service. Key features include a unified procurement system, configurable rules engine, centralized document repository, vendor onboarding capabilities, security measures for sensitive information, comprehensive reporting tools, and training support for City staff.

Period of Performance
The contract period will be effective from the date of award through one (1) year with options for renewal based on performance and funding availability.

Place of Performance
Services will be performed at the City of Columbia's Finance Department located at 701 East Broadway, P.O. Box 6015, Columbia, MO 65205.

Bidder Requirements
Offerors must comply with local business regulations and provide documentation of enrollment in a federal work authorization program (E-Verify). Proposals must include completed forms regarding business compliance and any subcontractors involved in the project. Offerors should demonstrate experience in similar projects and provide qualifications of key personnel.
