Description

Background
The City of Joplin, Missouri, in collaboration with Missouri Southern State University (MSSU), seeks to enhance commercial and residential development in areas surrounding the university and Northpark Mall.
The goal of this contract is to procure Economic Development Services that will identify underutilized properties and facilitate investment opportunities.

Work Details
The selected consultant will be responsible for the following services:

- Data Collection and Analysis: Reviewing current zoning and comprehensive plans, assessing local market conditions, and evaluating City development policies.
- Master Planning: Organizing a master plan with input from stakeholders, conducting stakeholder engagement through meetings and interviews, and documenting community input.
- Land Use Recommendations: Providing recommendations aligned with the City’s Complete Streets policy.
- Final Master Plan Document: Drafting a comprehensive document summarizing the planning process.
- Marketing Efforts: Creating materials to attract development opportunities, establishing a dedicated website, and engaging with brokers to promote real estate development.
- Ombudsman Role: Facilitating necessary approvals for private sector investments.

Period of Performance
The contract period is expected to commence in April 2026 following vendor selection in March 2026. The final report is anticipated to be completed by Spring 2027.

Place of Performance
The services will be performed in Joplin, Missouri, specifically targeting areas around Missouri Southern State University and Northpark Mall.

Bidder Requirements
Consultants must provide a detailed proposal including their company profile, organizational structure, resumes of key staff members involved in the project, references for similar work completed, a timeline for project completion, and a not-to-exceed cost for all services outlined in the scope.
