Data Transport Services or Dark Fiber

Background
The University of Missouri, through its division MOREnet, is seeking proposals for Data Transport Services or Dark Fiber to enhance connectivity for its members, which include educational institutions and public agencies across Missouri. The goal is to establish firm pricing for these services to connect member sites to the MOREnet backbone, ensuring access to essential information services.

Work Details
The contract involves the furnishing and delivery of Data Transport Services or Dark Fiber. Respondents must provide Ethernet or fiber connections as specified in the pricing sheets. Services must be operational within 120 calendar days of order placement. The proposal must include a service level agreement (SLA) that meets performance guidelines including latency, packet loss, network availability, and jitter.

Additionally, all tail circuits must be aggregated and delivered on a one gigabit or ten gigabit Ethernet circuit to designated MOREnet Point-of-Presence (PoP) facilities. Dark fiber provided must be single mode fiber suitable for DWDM networking at 100Gbps and greater per wavelength using commercially available equipment.

Period of Performance
The contract period will commence on July 1, 2026, and will last for three years, terminating on June 30, 2029.

Place of Performance
Services will be performed at various locations across Missouri as specified in the proposal responses and pricing pages.

Bidder Requirements
Respondents must participate in Federal USF programs such as E-Rate for eligible products/services. They are required to have a Service Provider Identification Number (SPIN). Additionally, respondents must comply with all mandatory requirements outlined in the solicitation including adherence to ITU/IEEE/ANSI standards and providing industry-standard termination equipment.
