Data Transport Services or Dark Fiber

Background
The University of Missouri, through its division MOREnet, is seeking proposals for Data Transport Services or Dark Fiber to enhance connectivity for its members, which include educational institutions and government agencies across Missouri.
The goal is to establish firm pricing for these services to ensure reliable and efficient data transport capabilities.

Work Details
The contract involves the furnishing and delivery of Data Transport Services or Dark Fiber.
Respondents must provide Ethernet connections to all member sites and establish firm pricing for aggregation circuits as outlined in the pricing sheets.
The services must adhere to ITU/IEEE/ANSI standards and include a Service Level Agreement (SLA) that guarantees minimum network performance metrics such as latency, packet loss, network availability, and jitter.
Additionally, the supplier must ensure that all tail circuits are aggregated and delivered on a one gigabit or ten gigabit Ethernet circuit to one of MOREnet’s Point-of-Presence (PoP) facilities.
The supplier is also required to provide industry-standard termination equipment as part of the installation.

Period of Performance
The contract period will commence upon award and continue for three years, with an option for one automatic three-year extension.
Service must be operational within 120 calendar days of order placement.

Place of Performance
Services will be performed at various locations across Missouri where MOREnet members are situated, including but not limited to educational institutions and government agencies.

Bidder Requirements
Respondents must comply with specific requirements including maintaining a regular place of business in Missouri, providing evidence of MBE/WBE/SDVE participation if applicable, and adhering to all mandatory technical requirements outlined in the solicitation.
Suppliers must also submit their proposals through the University of Missouri System's electronic bidding platform.
