Background
The City of Springfield, Missouri, is issuing this Invitation for Bid (IFB) #100-2025 for the replacement of concrete pavement and the installation of stamped and tinted concrete pavement. The project aims to enhance the infrastructure within the city, ensuring safe and aesthetically pleasing roadways and crosswalks.
The City is committed to providing opportunities for disadvantaged business enterprises (DBE), minority-owned businesses (MBE), and women-owned businesses (WBE) to participate in this project.
Work Details
The contractor will be responsible for providing all labor, materials, equipment, supplies, taxes, insurance, fuels, permits, and other items necessary to complete the work. This includes:
- Removal of existing street pavement and curbs.
- Excavation and placement of base material.
- Installation of new concrete pavement and curbs at various locations throughout Springfield including:
- Concrete Roadways: Florence Ave (Sunshine Street to End of Street), Rogers Ave (Sunshine Street to End of Street), Bellhurst Ave (Mimosa Street to Shady Glen Drive), Eastgate Ave (Kearney Street to ~500lf North of Kearney), Lexington Ave (Walnut Street to Lincoln Street), Holland Ave (Glenwood Street to Downing Street), Grant Ave (Crestview Street to Downing Street).
- Concrete Crosswalks: Commercial Street at Booneville Ave, Robberson Ave, Jefferson Ave, Campbell Ave, Benton Ave, Lyon Ave; Campbell Ave at Water Street; Boonville Ave at Olive Street; John Q Hammons Parkway at Walnut Street.
Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe as determined by the contractor's bid submission. Bids must be uploaded by May 1, 2025.
Place of Performance
The work will be performed in various locations throughout the City of Springfield, Missouri.
Bidder Requirements
Bidders must comply with several requirements including:
- Submission of a bid bond equal to 5% of the total bid price.
- Provision of a performance bond and a labor/materials payment bond upon contract award.
- Compliance with prevailing wage laws as established by Missouri law.
- Proof of business licenses from both the City of Springfield and the State of Missouri.
- Completion of OSHA safety training for all on-site employees.
Bidders must also submit various forms including a subcontractor list, contractor statement of qualifications, list of references and experience, affidavit of compliance, certification regarding potential conflicts of interest, and executed addendum(s).
