Cloud Computing Strategy Services

Background
The University of Central Missouri (UCM) is seeking proposals for Cloud Computing Strategy Services to assist in developing a comprehensive cloud strategy, particularly focusing on disaster recovery.

UCM aims to enhance its existing mixed cloud strategy, which currently includes Oracle Cloud Infrastructure (OCI), Microsoft Azure, Google Cloud Platform (GCP), and locally stored files. The goal is to avoid future pitfalls associated with cloud provider lock-in and rising costs while ensuring security and compliance with industry standards.

Work Details
The selected vendor will provide the following services:
- Review existing infrastructure and environment.
- Identify recommended standards, diagrams, procedures, and an analysis of the current state.
- Develop cloud architecture and strategy leveraging best practices.
- Design environment setup including subscriptions, resource groups, networking, and pricing recommendations.
- Design identity and access management strategies.
- Design business continuity strategies that meet or exceed current NIST standards.
- Ensure the environment integrates with on-premise systems.
- Develop a proof of concept and pilot plan that minimizes risk with a specified timeline and roadmap.
- Provide a detailed project plan as part of the strategy recommendations.
- Detail a holistic cloud data center strategy for UCM, including disaster recovery provisions.

Period of Performance
The projected Notice to Proceed is February 25, 2026, with the final report expected within 30 days of this date; however, longer or shorter timelines may be considered based on contractor proposals.

Place of Performance
The services will be performed at the University of Central Missouri located in Warrensburg, Missouri.

Bidder Requirements
Proposers must have at least five years of experience providing Cloud Computing Strategy Services for higher education facilities. They must also demonstrate technical competence in managing multiple cloud environments and disaster recovery solutions. Additionally, vendors are required to provide proof of insurance coverage as per UCM's insurance requirements.
