BPFY2613-Mount Carmel Building Asbestos Abatement

Background
The Ozarks Technical Community College (OTC) is seeking qualified contractors to perform asbestos abatement at the Mount Carmel Building, a structure approximately 90 years old located at 1001 N. National Ave, Springfield, MO.
The goal of this contract is to safely and effectively remove identified asbestos-containing materials (ACMs) in compliance with all applicable federal, state, and local regulations governing asbestos abatement, worker safety, and waste management.

Work Details
The contractor will be responsible for the following tasks:
1. Abate identified ACMs from a total area of 10,395 square feet.
2. Ensure compliance with OSHA regulations (29 CFR 1926.1101), EPA NESHAP (40 CFR 61, Subpart M), Missouri Department of Natural Resources Asbestos Regulations (10 CSR 10-6.241), and local building codes.
3. Establish a regulated area with full containment for the abatement process including critical barrier sealing and installation of negative air machines.
4. Manage waste handling procedures including double-bagging or wrapping ACMs in 6-mil poly, using leak-tight containers for sharp materials, and ensuring proper disposal at an approved landfill.
5. Conduct site restoration post-abatement by removing all equipment and debris to return the site to a clean condition acceptable to OTC.

Period of Performance
The contract period will be from February 17, 2026, to March 31, 2026.

Place of Performance
The work will be performed at the Mount Carmel Building located at 1001 N. National Ave, Springfield, MO.

Bidder Requirements
Contractors must be licensed and certified for asbestos abatement in Springfield and provide documentation of worker training compliant with OSHA and EPA requirements.
They must also maintain appropriate insurance coverage including general liability and workers' compensation insurance.
