2025-PS05 Inmate Medical Services
Background
The County of Cole, Missouri, is seeking qualified businesses or professionals to provide healthcare services to inmates at the Cole County Jail. The goal of this Request for Qualifications (RFQ) is to identify potential vendors for inmate medical services, ensuring compliance with applicable laws and regulations. The County aims to enhance the health and well-being of inmates through professional medical care.

Work Details
The contractor will provide medical services including:

1) On-site evaluation and medical care for inmates;
2) Routine and emergency medical procedures;
3) Management of preexisting conditions such as high blood pressure, diabetes, and seizure disorders;
4) Mental health services including crisis intervention and Medication Assisted Treatment (MAT);
5) Availability of a psychiatrist for in-house or telehealth consultations;
6) Coverage by Registered Nurses (RN) or Licensed Practical Nurses (LPN) for eight (8), ten (10), or twelve (12) hour shifts;
7) Collection of DNA/physical evidence with signed consent;
8) TB skin tests for inmates as directed by the Sheriff;
9) Disposal of medical waste according to regulations;
10) Provision of disposable medical supplies and national brand or generic pharmaceuticals as prescribed.

The vendor must ensure that all staff maintain professional licensure in good standing and comply with Cole County Sheriff’s policies.

Period of Performance
The contract period will commence upon award and continue through the duration specified in the agreement, with ongoing evaluations and adjustments based on performance metrics.

Place of Performance
Services will be performed at the Cole County Jail located in Jefferson City, Missouri.

Bidder Requirements
Vendors must have licensed staff compliant with Missouri statutes regarding medical practitioners and nurses. They must also pass background checks approved by the County. The vendor is responsible for providing all necessary disposable medical supplies and ensuring that all personnel follow security protocols established by the Cole County Sheriff’s Department.
