Bemidji State University (BSU) is seeking proposals for a comprehensive website design and development project aimed at enhancing user experience and aligning with the university's evolving brand identity and business goals. The current web presence is functional but does not meet the expectations of target audiences or support strategic initiatives effectively. The project will focus on several integrated goals: improving user experience (UX) for both external and internal users, enhancing search engine optimization (SEO), creating an attractive user interface (UI) that aligns with university branding, optimizing navigation, content strategy, and structural elements.
Specific deliverables include:
- Pre-project research and discovery including SWOT analysis.
- Development of a new site map prioritizing external audiences in Phase 1.
- Creation of wireframes for various pages including home page, program finder, landing pages, forms, academic catalog, directory bios, news feeds, calendar feeds, profiles/testimonials feeds, scholarship feeds, and more.
- Implementation of advanced site search and SEO improvements.
- UI and CMS development along with content development for key areas.
- Governance model recommendations and post-launch support including training workshops.
Period of Performance
The contract will be executed in two phases: Phase 1 lasting nine months from project kick-off to launch, followed by Phase 2 which will also last nine months or less.

The work will be performed primarily at Bemidji State University in Bemidji, Minnesota.
Bidder Requirements
Respondents must demonstrate experience working with higher education clients and provide examples of similar projects. They should comply with accessibility standards (WCAG 2.2 AA) as well as Section 508 compliance. Additionally, bidders are required to submit a completed Voluntary Product/Service Accessibility Template (VPAT) for all applicable software, hardware, and websites.
