Vincent Hall Library Renovation and Curtain Wall Replacement

Background
The University of Minnesota, through its Board of Regents, is seeking proposals for design-build services to renovate the Vincent Hall Library and replace its curtain wall. This project aims to repurpose the existing math library space into a more student-centric environment that includes study areas, collaboration spaces, and workstations for graduate students. The renovation is part of a broader initiative to consolidate library resources and enhance accessibility within the building, which has been a central part of the university's mathematics program since its construction in 1938.

Work Details
The scope of work includes:

1. **Renovation of the Math Library Space**: Transforming approximately 6,296 square feet into student-focused areas including:
- Open teaching assistant space for group meetings.
- Study spaces for mathematics department users.
- Office space for master's students with touchdown stations.

2. **Curtain Wall Replacement**: Replacing the existing 1968 curtain wall system on the east side of Vincent Hall, which is currently leaking and in poor condition. This will involve:
- Hazardous material abatement (asbestos).
- Replacement of interior finishes affected by the curtain wall work.
- Installation of new fireproofing materials.

3. **Design Services Required**: The selected contractor will provide:
- Schematic Design Phase
- Design Development Phase (including preparation of furniture bid documents)
- Construction Document Phase
- Bidding/Negotiation Phase
- Administration during Construction Phase

4. **Additional Requirements**: Pricing must include removal of stairs between the 3rd and 4th floor stacks as detailed in Alternate #1.

Period of Performance
The project is expected to be substantially completed by January 29, 2027, with faculty moving out during summer break 2026 and returning by winter break 2027.

Place of Performance
The work will be performed at Vincent Hall on the University of Minnesota's Minneapolis campus.

Bidder Requirements
Respondents must comply with specific requirements including:
- Participation goals for Targeted Businesses (at least 13% of base bid costs).
- Workforce utilization goals set by the Minnesota Department of Human Rights (32% BIPOC employees; 20% female employees; 2% disabled employees).
- Compliance with prevailing wage rates as established by Minnesota law.
- Submission of a Targeted Business & Community Economic Development Questionnaire.
