Transit Buses and Vans B-347(5)

Background
The State of Minnesota, through the Department of Administration – Office of State Procurement, is issuing a Request for Proposal (RFP) for Transit Buses and Vans under Contract Release B-347(5).
The purpose of this solicitation is to establish a contract with vendors to provide accessible small and mid-sized body-on-chassis transit buses and vans that may be purchased by Minnesota State agencies and Cooperative Purchasing Venture (CPV) members on an as-needed basis.
This initiative aligns with the state's commitment to enhance public transportation accessibility.

Work Details
The contractor will provide the following vehicles:
1. Accessible Small and Mid-Sized Body-on-Chassis Transit Buses (Class 300 – 400): Approximately 16’ to 30’ with a minimum Gross Vehicle Weight Rating (GVWR) of 10,360 lbs. and a maximum GVWR of 14,500 lbs.
2. Medium Duty Accessible Transit Buses (Class 500): Ranging from 27’ to 40’ with a minimum GVWR of 19,500 lbs. and a maximum GVWR of 26,000 lbs.
3. Minivans (Class 200): Approximately 200 inches or 16 feet; GVWR up to 6,100 lbs.
4. Full Size Vans/Wagons (Class 200): Approximately 16 to 22 feet; GVWR up to 12,500 lbs.

The estimated quantities for purchase include:
- Minimum – 1 and Maximum – 155 for small and mid-sized buses;
- Minimum – 1 and Maximum – 10 for medium duty buses;
- Minimum – 1 and Maximum – 35 for minivans;
- Minimum – 1 and Maximum – 25 for full-size passenger vans or wagons.

Period of Performance
The anticipated contract term is from May 1, 2025, through April 30, 2026, with options to extend up to an additional four years in increments determined by the State.

Place of Performance
The services will be performed within the State of Minnesota, specifically for state agencies and qualifying members of the Minnesota Cooperative Purchasing Venture.
