Software as a Service (SaaS) for Online Educational Video Platform

Background
Minnesota State University, Mankato is seeking proposals to implement a cloud-hosted Software as a Service (SaaS) digital online educational video platform. The goal of this contract is to provide learners with access to video content, learning pathways, course certifications, and continuing education that integrates seamlessly with the university's existing academic technologies.

Work Details
The selected vendor will provide a cloud-based SaaS platform that meets the following technical and functional requirements:

- Integration via LTI 1.3 into D2L.
- Support for Single Sign-on (SSO) using SAML 2.0.
- Access to a diverse catalog of high-quality, up-to-date content across various subjects including business, technology, and soft skills.
- Regularly updated content with user-curated learning pathways and custom content distribution capabilities.
- A mobile-responsive user experience that integrates with credentialing tools and is accessible on all devices via API.
- Reporting features for tracking license usage, learning progress, engagement metrics, and customizable reports.
- Administrative rights for role-based access control, user management, and bulk uploads/invitations.
- Provision of onboarding and training for administrators and users along with technical support resources.
- Compliance with WCAG 2.1 AA accessibility standards and FERPA regulations.

Period of Performance
The contract will be effective from September 15th, 2025, or on the date the last recognized signature is obtained, whichever occurs later. The initial length of the contract will be three years with an option to renew for a maximum total of five years.

Place of Performance
The services will be performed at Minnesota State University, Mankato.

Bidder Requirements
Vendors must comply with all Minnesota State requirements as outlined in the solicitation document. This includes adherence to accessibility standards (WCAG 2.1), FERPA compliance, submission of a completed Voluntary Product/Service Accessibility Template (VPAT), and any necessary certifications related to supplier diversity.
