Snow Plowing and Removal Service for St. Paul Campus and Como Area

Background
The University of Minnesota is seeking a qualified contractor to provide snow plowing and removal services for the St. Paul Campus and Como Area. The goal of this contract is to ensure safe and accessible university property during the winter months, primarily focusing on parking lots, loading docks, service areas, sidewalks, and handicap ramps.

Work Details
The snow removal program consists of three phases: pre-storm, during storm, and post-storm services.

Pre-storm activities include monitoring weather conditions and preparing a snow removal plan. During storms, the contractor will plow or salt critical areas when snowfall exceeds 4 inches or during rush hours. Post-storm services involve clearing designated areas based on specified trigger depths: 2 inches for most parking lots and docks, and 1 inch for select lots and ramp tops.

The contractor may also apply university-supplied deicing chemicals as directed. All operations must be conducted without interfering with university activities, using approved materials and equipment. A log of snow removal activities must be maintained and submitted within 48 hours after each event. The contractor is responsible for ensuring safety at the site and reporting any damages caused during operations.

Period of Performance
The snow removal season typically runs from November to April each year.

Place of Performance
Services will be performed on the University of Minnesota's St. Paul Campus and in the Como Area.

Bidder Requirements
Contractors must have at least one employee certified as a smart salting applicator by the Minnesota Pollution Control Agency (MPCA). Additionally, any subcontractors used must receive prior written approval from the University.
