Background
The Minnesota Department of Health (MDH) is seeking proposals to develop and present a virtual training program aimed at improving cost reporting practices for charity care, bad debts, and the S-10 cost report worksheet among Minnesota’s small rural hospitals.

Work Details
The selected vendor will be responsible for the following tasks:
1. Identify common challenges faced by small rural hospitals in accurately completing the S-10 cost report worksheet and summarize these challenges in a document for MDH staff.
2. Prepare a training session that addresses these challenges, focusing on improving cost reporting for charity care, bad debts, and the S-10 worksheet. The vendor must share a draft of the training material with MDH staff at least one week prior to the training for feedback, which must be incorporated into the final content.
3. Training objectives include demonstrating the importance of cost reporting, identifying opportunities to capture uncompensated care accurately, and reviewing cost report audits to address findings.
4. Prepare written communications to participating hospitals detailing training information such as dates/times, agenda, objectives, and other relevant details.
5. Host two webinars to present the training to hospitals involved in SHIP.
6. Create and administer pre- and post-evaluations to measure knowledge gained from the training sessions and share results with MDH.
Period of Performance
The contract is anticipated to begin on May 1, 2026, or upon full execution of the contract, and will end on May 31, 2026.
Place of Performance
The services will be performed virtually for Minnesota’s small rural hospitals.
