Description

Washington County was awarded a Safe Routes to School Grant for a trail along the south side of County State Aid Highway (CSAH) 12 from the Mahtomedi School Campus entrance, east to Inwood Avenue. The Independent School District (ISD) 832 was awarded a Safe Routes to School Grant to complete a trail segment from CSAH 12 to approximately 400-feet north, along the east side of the school entrance. Washington County, the City of Grant, and ISD 832 desire to combine these two projects, into one cooperative project that will ultimately be designed and constructed together. The project team is seeking quotes from qualified consultants to complete the scope of work identified in this RFQ.
Background
Washington County, in collaboration with the City of Grant and Independent School District (ISD) 832, has been awarded Safe Routes to School Grants to develop a trail along County State Aid Highway (CSAH) 12. The project aims to connect the Mahtomedi School Campus entrance to Inwood Avenue and extend a trail segment from CSAH 12 approximately 400 feet north along the school entrance. This cooperative project is intended to enhance safety and accessibility for students traveling to school.

Work Details
The scope of work includes two phases:

Phase 1 involves feasibility and alternative analysis culminating in a layout sketch.
Phase 2 focuses on plan development adhering to State Aid standards.

Specific tasks include:
- Project management and coordination, including hosting PMT meetings.
- Data collection including topographic surveys, right-of-way CAD files, wetland delineations, and as-builts for adjacent projects.
- Utility coordination following MnDOT Utility Relocation processes, including identifying utility conflicts and recommending relocation alternatives.
- Conducting a feasibility study to determine appropriate trail configurations for both segments while considering environmental impacts and stormwater management.

Deliverables for Phase 1 include layout PDFs showing construction limits, stormwater management details, dimensions, wetland impacts, and utility impacts; a cost estimate separating ISD 832 segment costs from CSAH 12 segment costs; and identifying permitting needs.
Phase 2 deliverables will consist of 60%, 90%, and final plans in PDF format, applicable watershed permits, Statement of Estimated Costs (SEQ), CAD files, and NPDES permits.

Period of Performance
The contract is expected to commence with the issuance of quotes on August 8, 2025, with quotes due by August 22, 2025. Phase 1 layouts are scheduled from September 1 to October 17, 2025. Phase 2 plans will be developed from October 20, 2025, to January 19, 2026. Construction is anticipated from June 15 to August 28, 2026.

Place of Performance
The project will be executed along the south side of County State Aid Highway (CSAH) 12 from the Mahtomedi School Campus entrance eastward to Inwood Avenue in Washington County.

Bidder Requirements
Consultants must comply with the Minnesota Department of Transportation's Standard Specifications for Construction (2025 Edition). They are required to break down costs between phases and between ISD 832 and County/City projects. Additionally, consultants must provide proof of insurance coverage as specified in the contract requirements.
