Rfp-Pw-St Paul Bikeway Corridor Conceptual Study

The purpose of this Request for Proposal (RFP) is to solicit proposals from consulting firms for Saint Paul Bikeway Corridor Conceptual Study. The Saint Paul Climate Action and Resiliency Plan identifies a goal of reducing single occupancy vehicle commuters by 40%. To achieve this goal, the city must continue to expand its network of low-stress bikeways. Over the past decade, Saint Paul has invested in the downtown network of bikeways (Capital City Bikeway), the Saint Paul Grand Round, and several other separated bikeway corridors across the city. These investments were a result of thoughtful predesign and conceptual work before funding was sought. Now that the CCB and Grand Round networks are largely complete or identified for funding, Saint Paul must complete predesign and conceptual work for a new set of bikeway projects. Addenda if necessary will be posted on Wednesday, April 23, 2025. The City reserves the right to reject any and all bids and to waive any bids received without explanation.
