Description

Background
The City of Saint Paul’s Office of Financial Services, Grants Division is responsible for managing and supporting departments across the City in the areas of Grant Management. This RFP is part of the City’s desire for a centralized system that supports increased grants management utilization and compliance across all departments. The City has initiated this RFP due to needs identified during interviews conducted by the Office of Financial Services (OFS) with department leaders and staff grant managers.

The current approach to grants management includes a paper and Excel-driven process that is siloed within each department, leading to varying degrees of grant knowledge and resources. The City seeks to enhance or replace this with more effective solutions in various areas including centralized grant records, compliance practices, tracking, performance evaluation, budget planning, disbursement processes, reporting, and workflows.

Work Details
The selected vendor will be responsible for delivering a comprehensive grant management solution that includes:
- Deployment of a centralized, cloud-based grant management platform.
- Configuration of workflows, forms, and templates to support grant lifecycle processes (application, award, monitoring, reporting, closeout).
- Integration with the City’s Infor ERP system and other financial/budgeting systems using secure APIs.
- Support for bi-directional data exchange with ERP and external systems.
- Data migration including consolidation of historical and current grant data from multiple departments with cleansing and validation prior to migration.
- Implementation of role-based access control (RBAC) and multi-factor authentication (MFA).
- Development of dynamic workflows for grant processes with automated notifications for deadlines and compliance checks.
- Built-in reporting capabilities for financials and performance metrics.
- Ability to create customizable forms with predefined templates and support for electronic signatures.

Period of Performance
The project timeline indicates that the RFP was released on January 20, 2026, with proposals due by February 27, 2026. The City aims to be under contract with a vendor by December 31, 2026.

Place of Performance
The services will be performed at the City of Saint Paul Office of Financial Services located at 15 Kellogg Boulevard West, 700 City Hall, Saint Paul, MN 55102.

Bidder Requirements
Responders must provide evidence of experience in grants management systems along with examples of previous work with municipal or governmental clients. They should also detail their organizational structure including full-time and part-time staff dedicated to the project. Additionally, proposals must include an implementation outline and timeframe for completion.
