Background
The City of Minneapolis Neighborhood Safety Department is issuing this Request for Proposals (RFP) to identify qualified organizations that will contract with or employ teams of street-based Outreach Workers and Violence Interrupters.

This initiative is part of a coordinated, citywide violence prevention approach aimed at peacemaking, violence interruption, and community engagement. The goal is to detect potentially violent situations and use informal mediation and conflict resolution strategies to de-escalate them before they escalate into violence. It also seeks to address barriers and reduce risks by providing resources and service referrals to those in need.

Work Details
The selected organizations will be responsible for the following services:
1) Employing teams of Outreach Workers and Violence Interrupters who will engage in proactive peacemaking and community engagement;
2) Utilizing informal mediation techniques to prevent conflicts from escalating;
3) Mobilizing the community against violence through awareness-building initiatives;
4) Providing resource referrals to community members in need;
5) Conducting community healing efforts after incidents of violence;
6) Implementing continual data collection and monitoring to assess program effectiveness.

Operational details include deploying an average of 7 team members per shift for approximately 5 shifts per week, with each shift lasting up to 8 hours.

Period of Performance
The estimated start date for services is April 1, 2025, with an estimated end date of March 31, 2028.

Place of Performance
The services will be performed in designated service areas within the City of Minneapolis as determined by the Neighborhood Safety Department.
