RFP for Utility Billing Software Services

Background
The City of Saint Cloud is seeking proposals to replace its Utility Billing System, which serves approximately 20,000 utility accounts. The goal is to implement an integrated solution that meets the city's operational needs while ensuring compliance with relevant regulations and standards.

Work Details
The selected contractor will provide a cloud-based utility billing software solution that integrates with existing city systems. Key functionalities include:
- Utility billing for water, wastewater, stormwater, streetlights, and refuse/recycling services.
- Ability to accommodate historical data (ideally 10 years) and ensure data ownership rights for the City.
- Support for multiple user security levels and customizable access controls.
- Comprehensive billing identification system based on service type, account location, customer responsibility, and property location.
- Rate schedule management allowing unlimited rate codes and revisions.
- Billing module capable of handling various billing cycles (monthly, bimonthly, etc.), including flat rate services and one-time charges.
- Payment processing capabilities including support for ACH/EFT payments and integration with third-party payment providers.
- Service request management allowing tracking of customer inquiries and service orders with real-time updates.

Period of Performance
The contract will commence upon award and is expected to be completed by May 23, 2025.

Place of Performance
The services will be performed at the City of Saint Cloud, Minnesota.

Bidder Requirements
Bidders must comply with the Americans with Disabilities Act and submit required affidavits including Noncollusion and Responsible Contractor forms. Additionally, bidders must provide evidence of their ability to conduct business in Minnesota if they are a foreign corporation.
