RFP for Inmate Communication Services

Background
Washington County is seeking proposals from qualified Contractors to provide hosted, IP-based communication services for inmates. This initiative aims to enhance the quality of life for inmates and improve operational efficiencies within the correctional facility. The contract will last five years, focusing on reducing recidivism through improved access to telecommunications and technology.

Work Details
The Contractor will provide a comprehensive inmate communication system that includes:

- Software: IP-based, mobile-friendly applications (Android and Apple) for telephone service, video visitation, texting, automated information interfaced with Jail Management System, mail scanning, commissary ordering, forms and grievance applications, law library access, educational content, and investigative tools.

- Hardware: Durable detention-grade equipment including telephones, tablets (one per inmate), kiosks, and video visitation systems.

- Installation and maintenance of all systems at no cost to the County.

- Technical support for both hardware and software 24/7.

- Integration with existing jail management systems for seamless data transfer.

- Compliance with all relevant laws and regulations regarding inmate communications.

Period of Performance
The contract will commence on September 1, 2025, and will conclude on September 1, 2030.

Place of Performance
Services will be provided at the Washington County Law Enforcement Center located at 15015 62nd Street North, Stillwater, Minnesota 55082.
