RFP_ AUD_Public Finance and Fiscal Consulting serv

Background
The City of Minneapolis is seeking proposals for senior advisor level public finance and fiscal consulting services to support the Office of City Auditor, specifically the Oversight and Evaluation Division. This division is responsible for providing professional, nonpartisan analysis, evaluation, and consulting services to the City Council and its committees. The goal of this contract is to augment the division's capabilities in oversight and evaluation functions, particularly in relation to municipal financial practices and policies.

Work Details
The consultant will provide a broad scope of public financial and fiscal consulting services including:

- Analysis of the bi-annual budget process and related financial reports to clarify budget processes, financial indicators, and methodologies impacting budget projections.

- Conducting research into public financial practices to assess City policies and provide recommendations for improvement.

- Identifying opportunities for improvement within the legislative process to enhance policymaking, oversight, transparency, and understanding of financially related requests before the City Council.

- Presenting key analyses and recommendations to the City Council in coordination with the Contract Manager or their designee.

- Collaborating with the Contract Manager to determine additional review and analysis priorities as needed.

Period of Performance
The estimated start date for services is February 1, 2025, with an estimated end date of January 31, 2028. The duration of the contract is not to exceed five years, structured as three years with an option for two additional years.

Place of Performance
The services will be performed in Minneapolis, Minnesota.
