Background
The Minnesota Valley Transit Authority (MVTA) is a joint powers organization established under Minnesota Statutes, Section 471.59. It provides public transportation services for seven suburbs south of Minneapolis and St. Paul. MVTA aims to enhance its operational efficiency by replacing its legacy software with a modern Enterprise Resource Planning (ERP) solution that streamlines financial and associated operations.

Work Details
The contract involves the selection, configuration, data migration, training, post-implementation support, and project management of a comprehensive ERP software solution. The system must integrate with existing platforms and comply with relevant regulations while improving operations in areas such as accounts payable, accounts receivable, budgeting, forecasting, procurement, contracts, grants management, and reporting.

Specific requirements include:
- Implementation of modules for General Ledger and Financial Reporting
- Accounts Payable
- Accounts Receivable and Cash Receipts
- Budgeting
- Fixed Assets
- Project Accounting and Grant Management
- Procurement and Contract Management
- Deployment model preference for Software as a Service (SaaS)
- Integration with existing applications like ADP Workforce Now and Microsoft Office 365
- Role-based access controls (RBAC) and security measures including Single Sign-On (SSO) authentication.

Period of Performance
The contract is expected to commence upon award on August 29, 2025. Specific timelines include proposal submission due by July 11, 2025; demonstrations scheduled for August 4-8, 2025; and completion of implementation phases thereafter.

Place of Performance
The services will be performed primarily within the state of Minnesota as MVTA operates in the Twin Cities Metropolitan Area.

Bidder Requirements
Vendors must maintain adequate insurance coverage including Commercial General Liability ($1.5 million per occurrence), Errors and Omissions Insurance ($1.5 million per claim), Business Automobile Liability ($1 million), and Workers’ Compensation Insurance compliant with Minnesota laws. Vendors are also required to provide a certificate of insurance prior to commencing work.
