Background
The City of Minneapolis is preparing to embark on a data modernization project that will entail moving its data, reporting, and analytics infrastructure from its current on-premises architecture and tools to a modern cloud data implementation. This initiative is part of a settlement with the Minnesota Department of Human Rights focused on biased policing practices in the Minneapolis Police Department (MPD).

The City aims to contract with an objective third party to conduct a data and technology assessment. This assessment was previously conducted by Accenture, which recommended transitioning to a cloud analytic environment, specifically a Microsoft environment. However, the City is open to other technologies as suggested in responses to this RFI. The goal is to extend these capabilities beyond public safety to encompass an enterprise-wide reporting strategy.

Work Details
The RFI seeks information and recommendations related to the migration of the City's current on-premises data tooling and infrastructure to a cloud environment. Respondents are expected to provide detailed information regarding their solutions and capabilities in relation to the following objectives:
1) Obtain various options for a modern data platform;
2) Understand the number of vendors capable of providing comparable solutions;
3) Gather information necessary for developing a Request for Proposal (RFP) for future solicitation.

Specific functional elements include near-real-time ingestion technologies, robust automated data pipelines, durable and secure storage solutions, integrated analytics platforms, and comprehensive data governance frameworks.

The contract will be performed in Minneapolis, MN.
