RECS RFP Assess Living Units at MCF-STC & MCF-STWR

Background
The Minnesota Department of Administration is seeking proposals for Architectural, Civil Engineering, Structural, Mechanical Engineering, and/or Electrical Engineering services to provide a study/master plan for the Living Units at the Stillwater Facility and St. Cloud Facility in Minnesota. The goal is to assess the capital concerns and create a long-term plan for remodeling or replacing the tiered living units at Stillwater and St. Cloud facilities due to outdated and unsafe design features, security challenges, lack of air conditioning, and infrastructure issues.

Work Details
The scope of the study includes determining short term low impact repairs to mitigate immediate safety hazards as well as developing long term plans for ending the use of these structures.
Master planning is required to determine the ultimate capacity of each site if full unit replacements are recommended. The study also involves reviewing support spaces such as cafeteria, kitchen, pharmacy, medical, fitness/activity areas, storage, officer stations, administration, laundry, and central plant.
Additionally, it requires identifying possible areas of phased renovation, expansion and replacement along with reviewing current programs and identifying required programming.

Period of Performance
The term of this contract is anticipated to run from May 1, 2024 to April 30, 2026, with the option to extend an additional 3 years in increments determined by the State.

Place of Performance
The work will be performed at the Stillwater Facility located at 970 Pickett Avenue North, Bayport, Minnesota and the St. Cloud facility located at 2305 Minnesota Blvd, St. Cloud.
