*****THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP). Fax responses and non-electronic responses will NOT be accepted. All responses must be submitted on-line through the SWIFT Supplier Portal before the Event Due Date and Time. Late responses will not be accepted. Visit the SWIFT Supplier Portal @ mn.gov/supplier***** PURPOSE: The purpose of this Request for Proposal (RFP) is to establish a contract for the printing, processing, and delivery of Open Enrollment (Health Insurance) Booklets for the Minnesota Management and Budget (MMB) State Employee Group Insurance Program (SEGIP). Contract Release P-978. CONTRACT VALUE: The estimated total dollar value of the contract for one year is approx. $20,000.00 to $30,000.00. However, this shall not be construed as either the minimum or maximum amount. It shall also be understood and accepted by the responder that any quantities shown in this solicitation are estimated quantities only and impose no obligation upon the State either minimum or maximum. CONTRACT PERIOD: The term of this contract is anticipated to be from September 1, 2025 to August 31, 2027, with the option to extend up to an additional three (3) years in increments determined by the State. QUESTION AND ANSWER PERIOD: Questions must be submitted in writing to cassandra.m.jensen@state.mn.us by 3:00 PM Central Time, May 16, 2025. All questions received by the due date and time will be responded to via an addendum. Contact regarding this solicitation with any State personnel other than the buyer listed above may result in the rejection of the response. Background
The State of Minnesota, through the Department of Administration, is issuing a Request for Proposal (RFP) to establish a contract for the printing, processing, and delivery of Open Enrollment (Health Insurance) Booklets for the Minnesota Management and Budget (MMB) – State Employee Group Insurance Program (SEGIP).
This initiative aims to ensure timely and efficient production and delivery of open enrollment materials for state employees.

Work Details
The contractor will be responsible for the following tasks:
1. Printing, processing, and delivering Open Enrollment Booklets.
2. Ensuring timely delivery within seven calendar days of proof approval.
3. Conducting a production planning meeting in July/August each year with MMB and the Department of Administration’s Facilities Management Division to determine production timelines and quantities.
4. Including delivery costs in the line items on Exhibit D – Price Schedule; separate delivery fees will not be accepted.
The estimated total dollar value of the contract is approximately $20,000 to $30,000 per year.

Period of Performance
The anticipated term of this contract is from September 1, 2025, to August 31, 2027, with an option to extend for up to three additional years in increments determined by the State.

Place of Performance
The services will be performed in Minnesota as specified by the State's requirements.

Bidder Requirements
Responders must submit all requested documentation including:
- Attachment A: Responder Declarations;
- Attachment B: Exceptions to State's Standard Terms;
- Attachment D: Responder Forms (including Veterans Preference Form and Workforce and Equal Pay Declaration Page);
- Attachment E: Additional Information;

Responders must also have at least three years of experience providing similar services.
