P-20 Strategic Planning RFP

Background
The Minnesota P-20 Education Partnership (MNP20) is a coalition of education and workforce development leaders in Minnesota. The partnership aims to enhance equitable education access and improve outcomes for all Minnesotans. This Request for Proposal (RFP) seeks proposals for the development of a five-year strategic plan covering July 2026 to June 2031, focusing on the partnership's priorities and key activities.

Work Details
The contractor will lead the planning process, working closely with the MNP20 Executive Director, Executive Committee, and Strategic Planning Task Force. Key tasks include:

1. Level-setting: Familiarizing with MNP20 documentation and conducting meetings to set objectives.

2. Information Gathering: Collecting input from stakeholders, researching current trends in P-20 strategic planning, and summarizing findings.

3. Content Development: Drafting priorities based on gathered data, developing success metrics, and creating specific activities for the strategic plan.

4. Final Production: Drafting and designing two ADA compliant reports (a full strategic plan and a summary document) and presenting them to MNP20 members.

Period of Performance
The anticipated contract term is from July 2025 to June 2026, with an option to extend up to three additional months or potentially five years if deemed beneficial by the State.

Place of Performance
The work will primarily be conducted virtually, with potential meetings held in various locations as determined by the MNP20 Executive Committee.

Bidder Requirements
Responders are encouraged to include certified Targeted Group, Economically Disadvantaged, or Veteran-Owned vendors as subcontractors. The State of Minnesota emphasizes diversity and inclusion in its procurement process.
