Notice of Intent to Issue RFP for Food Service and Mandatory Registration for Engagement Discussion

Background
Minnesota State intends to issue multiple Requests for Proposals (RFPs) for the management of Dining Services Programs at several of its universities. The goal is to enhance the dining experience across six institutions: Bemidji State University, Minnesota State University, Mankato, Minnesota State University Moorhead, St. Cloud State University, Southwest Minnesota State University, and Winona State University.

Work Details
The RFPs will cover various dining services including:
- Residential Dining Services
- Retail Dining Services
- Catering and Hospitality Services
- Summer Conferences and Camps
- Alcohol Service (as applicable)

Each university will conduct an independent evaluation and award contracts based on proposals tailored to their specific needs. Suppliers may submit proposals for one or more sites but must do so separately for each site. Each RFP will include a detailed Statement of Work outlining expectations for program delivery, investment, and financial performance. Mandatory in-person site tours will be conducted with a maximum of two attendees per supplier.

Period of Performance
The engagement discussions are scheduled from August 19 to August 25, 2025. The RFPs will be issued following these discussions.

Place of Performance
The services will be performed at six Minnesota State universities located throughout the state of Minnesota.

Bidder Requirements
Suppliers must attend a mandatory 90-minute virtual engagement session hosted by each university to discuss their vision and goals for the Dining Services Program. Attendance is required to submit a proposal.
