MSP Concessions RFP

Background
The Metropolitan Airports Commission (MAC) is seeking proposals for concession operations at Minneapolis–St. Paul International Airport (MSP), specifically for shops or restaurants located in Terminal 1 and Terminal 2.

The goal of this Request for Proposals (RFP) is to enhance the dining and shopping experience for travelers while promoting participation from small businesses through the MSP ASCEND program.

Work Details
Proposers are expected to provide a detailed plan for their concession operations, including the type of food or retail services offered, layout and design of the space, staffing plans, and compliance with health and safety regulations.

Proposals must include commitments to utilize MSP ASCEND certified businesses as part of their operations, detailing the percentage of work allocated to these businesses. Additionally, bidders must outline their strategies for meeting the MSP ASCEND participation goals and demonstrate good faith efforts if those goals are not met.

Period of Performance
The contract will be performed over a period specified in the final agreement, typically ranging from several months to multiple years depending on the terms negotiated with MAC.

Place of Performance
The services will be performed at Minneapolis–St. Paul International Airport, specifically within Terminal 1 and Terminal 2.

Bidder Requirements
Bidders must comply with MSP ASCEND requirements, which include commitments to small business participation. They must also submit a commitment form detailing their efforts to meet these goals.

Additionally, bidders may need to negotiate a Labor Peace Agreement if requested by a labor organization representing employees at MSP.
