MPCA-LCA Implementation Grants

Background
The Minnesota Pollution Control Agency (MPCA) is issuing the Local Climate Action Grants to support local jurisdictions in addressing climate change. This initiative is part of Minnesota's Climate Action Framework, which aims for carbon neutrality, resilience, and equity. The grants are intended to help communities develop and implement local plans that adapt to extreme weather events and reduce greenhouse gas emissions.

Work Details
The RFP focuses on implementation projects that enable local jurisdictions to adapt to climate change and reduce contributions to its causes. Eligible projects include:
- Implementing priority actions for climate adaptation and resilience identified in existing plans involving community engagement.
- Actions that contribute to climate mitigation as outlined in existing plans.
- Projects that involve significant public energy efficiency, community renewable energy, urban heat relief, flood mitigation, or building weather preparation.
- Community-based organizations implementing actions for resilience or mitigation based on community involvement and future climate data considerations.

Period of Performance
Grant projects must be completed by June 30, 2027.

Place of Performance
Projects must be conducted within the local jurisdiction where the applicant operates, which can include counties, cities, towns, or tribal governments in Minnesota.

Bidder Requirements
Eligible applicants include Minnesota political subdivisions (counties, cities), organizations exempt from taxation under section 501(c)(3), and educational institutions. Applicants must demonstrate they are located in or conduct the majority of their work in the jurisdiction where grant activities will take place. The minimum match requirement varies based on population size: 50% for jurisdictions with populations over 20,000; 5% for those under.
