Description

The Minnesota Department of Information Technology (MNIT), with the Office of Higher Education (OHE) (collectively, the State ), is requesting proposals from qualified responders to create a vendor-hosted CRM-based solution supporting both coaching and marketing functions ( the Solution ) meeting the needs of the OHE SELF Student Success Coaching Program ( SELF Success Coaching , SELF SS Coaching , SS Loan Coaching ) and the SELF Marketing Program ( the Program ). The Solution requested in this RFP will be used to engage SELF Loan Students and then provide them with an enhanced coaching experience to inspire their confidence in the Program. The Solution will: Provide SELF Loan Coaches with a central solution for administration and delivery of enhanced information and process efficiency to give them more time to focus on the students' coaching needs. Provide the SELF Loan Marketing team with automated functionality to attract and engage additional student loan borrowers (Leads) and to support the SELF Student Loan Marketing Manager's administrative activities.
Background
The Minnesota Department of Information Technology (MNIT), in partnership with the Office of Higher Education (OHE), is seeking proposals for a vendor-hosted CRM-based solution to support coaching and marketing functions for the OHE SELF Student Success Coaching Program. The goal is to enhance the coaching experience for SELF Loan Students and improve engagement through automated marketing functionalities.

Work Details
The Solution will provide a central platform for SELF Loan Coaches to manage student interactions, streamline administrative tasks, and enhance communication efficiency. Key functionalities include:
- Integrated appointment scheduling, telephone, and SMS capabilities.
- Automated email and digital marketing campaign management.
- Data collection automation and report generation.
- Workflow automation to improve engagement with students.
- Post go-live support and ongoing managed services.

Specific requirements include:
- Integration with Microsoft business systems (Outlook, Teams).
- Migration of existing data into the new system.
- Tools for tracking student outreach via mass email and SMS campaigns.
- Ability to create audio/video records of coaching sessions.
- Marketing automation features to capture lead interactions.

Period of Performance
The anticipated contract term is one year from the execution date, with an option to extend for up to four additional years.

Place of Performance
The services will be performed within the State of Minnesota, specifically tailored for the needs of the OHE SELF Student Success Coaching Program.

Bidder Requirements
Responders must comply with Minnesota's diversity and inclusion commitments, including provisions for minority-owned, women-owned, veteran-owned businesses. The contract may require compliance with affirmative action requirements if it exceeds $100,000. Responders must also implement E-Verify for new hires working on this contract.
