Background
The Minnesota Department of Education (MDE) Early Education Division is seeking proposals to develop a scalable and sustainable asynchronous professional development opportunity through online learning modules for early childhood education professionals in public school districts and charters across Minnesota. This initiative aims to enhance the capacity of leaders in early childhood education, focusing on both general and special education, to build and sustain high-quality programs for children from birth through kindergarten transition.
Work Details
The project involves creating a minimum of six (6) asynchronous, self-paced, interactive professional development modules that will be hosted on MDE’s learning management system, Canvas. The modules will cover the following topics:
1. Five (5) Modules corresponding to each component of the Minnesota Multi-Tiered System of Supports (MnMTSS):
- Component 1: Infrastructure for Continuous Improvement
- Component 2: Family and Community Engagement
- Component 3: Multi-Layered Practices and Support
- Component 4: Assessment
- Component 5: Data-Based Decision Making
2. One (1) Module focusing on improvement science frameworks, including the Plan, Do, Study, Act cycle.
3. One (1) summative Module providing strategies for using data to engage in outcome-oriented decision-making.
Each module will include content aligned with early childhood educator standards, discussion questions, supplemental resources, interactive activities, and PowerPoint facilitation guides for use in Communities of Practice (CoPs) or Professional Learning Communities (PLCs). Additionally, two companion documents will be developed: an Early Childhood Program Systems Reflection Tool and a companion document for District Leadership Team self-evaluation.
Period of Performance
The anticipated contract term is from July 2026 to December 31, 2027, with an option to extend for one additional year.
Place of Performance
The services will be performed within Minnesota as the modules are designed for early childhood education professionals working in public school districts and charter schools throughout the state.
