Janitorial Services for the St. Paul Downtown Reliever Airport (STP)

Background
The Metropolitan Airports Commission (MAC) owns and operates a system of seven airports, including the Minneapolis-St. Paul International Airport (MSP) and six general aviation airports known as Reliever Airports. The MAC is extending an invitation for proposals from qualified firms to provide janitorial services at the Saint Paul Downtown Airport (STP) for an initial three-year period, starting March 1, 2026, with options for two additional one-year extensions. The goal is to maintain cleanliness and hygiene across the airport facilities.

Work Details
The janitorial services required include:
- Daily cleaning of public washrooms and office areas, including emptying trash, sanitizing fixtures, dusting light fixtures, cleaning mirrors and countertops, refilling soap and paper dispensers, wet mopping floors, and spot cleaning walls.
- Weekly cleaning of mechanics shop and crew breakroom.
- Monthly machine scrubbing of tile walls in all washrooms.
- Daily maintenance of public areas including sweeping, mopping, vacuuming carpets, sanitizing drinking fountains, and removing debris.
- Biannual tasks such as refinishing terrazzo flooring and shampooing carpets.
- Additional duties may include responding to flooding clean-up after spring floods.

Period of Performance
The contract will commence on March 1, 2026, for a duration of three years with options for two one-year renewals.

Bidder Requirements
Bidders must have at least five years of experience in janitorial services for public buildings over 50,000 square feet. They must pay employees at least the minimum wage set by the City of Saint Paul ($16.37/hour) and provide health insurance benefits as required by law. Additionally, vendors must submit a minimum of five references from current clients.
