Description

THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP). Fax responses and non-electronic responses will NOT be accepted. All responses must be submitted on-line through the SWIFT Supplier Portal before the Event Due Date and Time. Late responses will not be accepted. PURPOSE. To receive responses and award a contract with a contractor to provide and distribute diesel and gasoline products (including E85) to participating State agencies and Cooperative Purchasing Venture (CPV) members located in the Metropolitan Area (including St. Croix County, WI). Background
The State of Minnesota, through its Office of State Procurement, is issuing a Request for Proposal (RFP) for a Fuel Program aimed at providing and distributing diesel and gasoline products, including E85, to participating State agencies and Cooperative Purchasing Venture (CPV) members located in the Metropolitan Area, including St. Croix County, WI.

The purpose of this contract is to establish a reliable source for fuel procurement as part of the state's budgeting tool for fuel expenses.

Work Details
The contractor will be responsible for providing and distributing diesel and gasoline products (including E85) under two programs: a Fixed Price Program and a Spot Price Program.

The Fixed Price Program will guarantee specific quantities listed in Exhibit F of the Sample Contract for the months indicated. In contrast, the Spot Price Program will not have quantity commitments but will provide estimated quantities only.

The estimated total dollar value of the contract for one year is $25,000,000. The contractor must comply with specifications detailed in Exhibit C: Specifications, Duties, and Scope of Work attached to the Sample Contract.

Period of Performance
The anticipated contract term is from February 1, 2025, to January 31, 2026, with an option to extend up to an additional four years in increments determined by the State.

Place of Performance
The contract will be performed in the Metropolitan Area of Minnesota, including St. Croix County.
