Background
St. Cloud State University (SCSU) is issuing this Request for Proposal (RFP) for the management of its Dining Services Program. The Minnesota State system is concurrently issuing similar RFPs for other universities within the system. The goal of this contract is to provide comprehensive dining services that meet the needs of students and staff, enhancing their overall experience on campus.
Work Details
The Dining Services Program includes:
- Residential Dining Services
- Retail Dining Services
- Catering/Hospitality Services
- Summer Conferences/Camps
- Provision of alcohol service as required in conjunction with the above.
Suppliers may propose on one, several, or all contracts, but responses must be structured for a single site. The program had revenues of $5,537,510 in FY24 and operates 1 residential dining center and 5 retail locations. A detailed Statement of Work outlining specific expectations and requirements will be provided in the Buyer Attachments section.
Period of Performance
The initial contract term shall be seven (7) years, effective July 1, 2026, with an option for a three-year extension at Minnesota State's discretion.
Place of Performance
The services will be performed at St. Cloud State University located at Garvey Commons, 577 1st Avenue South, St. Cloud, MN 56301.
Bidder Requirements
Suppliers must attend a mandatory virtual engagement discussion and a mandatory site tour to submit a proposal. Each supplier is limited to six participants for the site visit. Additionally, suppliers must comply with Minnesota State's requirements regarding insurance and bonding as outlined in the Minnesota State Services Contract template.
