Food Service Consultant to solicit proposals, evaluate responses, and review and advise on food service contracts for the universities.
Background
Minnesota State is seeking proposals from independent consultants to act as a facilitator, provide subject matter expertise, and develop and coordinate the process used to select food service providers for the Universities. The participating universities include Bemidji State University, Minnesota State University, Mankato, Minnesota State University Moorhead, St. Cloud State University, Southwest Minnesota State University (Marshall, Minnesota), and Winona State University. The universities would like to begin preparations for soliciting new food service contracts and seek a well-qualified consultant versed in higher education food service to assist in coordinating a similar process.

Work Details
The scope of work includes consultation with each university to document the current environment and understand their unique needs and requirements, providing orientation to the current state of the market for food services and industry trends. It also involves developing and coordinating the request for proposals in coordination with System Office and Campus staff, coordinating and managing RFP review process, facilitating negotiation process and selection process. Additionally, it involves program review and assessment, food service RFP development, review, contract development and negotiations, as well as contract implementation and transition.

Period of Performance
The contract will be performed in coordination with the expiration of the current agreements on June 30, 2026.

Place of Performance
The six universities are located in Marshall, Mankato, Moorhead, Bemidji, Winona, and St. Cloud, Minnesota.
