Faculty and Course Evaluations

Background
Rochester Community and Technical College (RCTC) is seeking proposals from qualified vendors to provide a comprehensive electronic solution for faculty and course evaluations. The goal of this project is to enhance the college's ability to gather, analyze, and report on instructional feedback in a secure, accessible, and user-friendly manner. The system should integrate seamlessly with existing platforms and comply with all relevant data privacy requirements.

Work Details
The selected vendor will provide an electronic solution that includes:

1. Evaluation Delivery: Online distribution and submission of evaluations; ability to schedule and automate evaluations based on term/course dates.

2. Integration Capabilities: Seamless integration with D2L Brightspace, including direct course/roster linkage and auto-population of course and student data; support for Single Sign-On (SSO) using Minnesota State authentication protocols.

3. Survey Management: Standardized evaluation questions across departments; faculty can create custom surveys; option for branching logic or conditional questions.

4. Device Compatibility: Fully responsive design for desktops, laptops, tablets, and smartphones; must meet WCAG 2.1 AA accessibility standards.

5. Reporting and Analytics: Ability to generate aggregate/disaggregated reports; export functionality in PDF, Excel, CSV formats; dashboard view for real-time tracking preferred.

6. Security and Compliance: Compliance with Minnesota State data privacy requirements including MGDPA and FERPA; secure data storage and configurable retention/deletion policies.

7. Support and Training: Implementation support including data migration, configuration, testing; user training for administrators/faculty; ongoing technical support.

Period of Performance
The contract will be effective from July 1, 2025, for a duration of three years.

Place of Performance
Services will be performed at Rochester Community and Technical College in Rochester, Minnesota.

Bidder Requirements
Vendors must comply with Minnesota State's requirements regarding data security and accessibility standards (WCAG). They are also required to provide documentation such as the Higher Education Community Vendor Assessment Toolkit (HECVAT) on security needs.
