Description

Minnesota State is issuing this RFP to implement a modern, secure, and scalable Identity and Access Management solution.
Background
Minnesota State Colleges and Universities (Minnesota State) is issuing this Request for Proposal (RFP) to solicit proposals from qualified vendors for the implementation of a modern, secure, and scalable Identity and Access Management (IAM) solution.
The Minnesota State system consists of 33 institutions: 26 colleges, 7 universities, and a system office.
The goal of this initiative is to replace the custom-built programs and existing system integration with Microsoft Identity Manager (MIM) with a cloud-first platform that supports integration with Workday, Microsoft Entra ID (Azure Active Directory), and other enterprise systems.
This RFP aims to enhance security posture, improve user experience, and ensure compliance with relevant regulations.

Work Details
The selected vendor will be responsible for delivering a comprehensive IAM solution that includes:
- Replacing legacy IAM infrastructure with a modern, cloud-native platform.
- Enabling real-time identity orchestration and event-driven workflows.
- Supporting integration with Workday for Human Capital Management (HCM) and student data.
- Providing delegated administration capabilities for institution staff.
- Enhancing compliance with FERPA, MGDPA, and other regulations.
- Improving operational efficiency and reducing identity-related risks.

The scope of work encompasses the design, implementation, integration, and support of the IAM solution. Key objectives include:
1. Solution Design: Conduct discovery sessions to understand current infrastructure and validate requirements.
2. Identity Lifecycle Management: Implement full lifecycle management for all identity types including students, faculty, staff, alumni, contractors, and guests.
3. Provisioning/Deprovisioning: Automate account management based on real-time events.
4. Authentication/Authorization: Integrate with Microsoft Entra ID and support modern authentication protocols.
5. Governance/Risk/Compliance: Implement workflows for identity attestation and provide centralized logging.

Period of Performance
The contract is expected to commence on December 31st, 2025 or upon signing of the contract by both parties and will last for a duration of 5 years.

Place of Performance
The services will be performed across the Minnesota State system which includes multiple campuses throughout Minnesota.

Bidder Requirements
Vendors must demonstrate experience in implementing similar IAM solutions in multi-campus environments.
They are required to provide detailed qualifications of personnel involved in the project along with references from previous clients.
Additionally, vendors must comply with accessibility standards as outlined in Section 508 of the Rehabilitation Act.
