Background
Sourcewell, a State of Minnesota local government unit and service cooperative, is seeking proposals for Enterprise Artificial Intelligence: Platforms, Services, and Integrated Delivery. This initiative aims to create a procurement solution for thousands of governmental, educational, nonprofit, tribal government, and other public agencies across the United States and Canada.
Sourcewell promotes the inclusion of Small, Minority-owned, Women’s Business Enterprise, and Veteran-owned Business Enterprise (S/M/WBE/VBE) suppliers in both prime and subcontractor roles.
Work Details
The RFP is structured into three response Lots:
1. **Lot 1: AI Products and Platforms** - Proposals should include technology products such as AI platforms with automation capabilities, infrastructure design for AI deployment (on-premise or cloud), intelligent automation platforms, and enterprise knowledge management systems.
2. **Lot 2: AI Professional Services** - This includes services like AI strategy development, governance architecture design, AI operations management, model monitoring, and managed services tailored for government functions.
3. **Lot 3: Integrated AI Delivery** - Proposers must deliver both technology products and professional services as a unified offering with accountability for outcomes.
Proposals may include complementary products or services that align with the primary offerings under each Lot.
Period of Performance
The Master Agreement will have a term of ten (10) years with no extensions. All awarded agreements will share a common expiration date.
Place of Performance
Services and products will be delivered to Participating Entities located throughout the United States and Canada.
Bidder Requirements
Proposers must demonstrate experience in delivering artificial intelligence solutions in highly regulated industries. They are encouraged to provide a sole source of responsibility for the equipment and services offered. Additionally, proposers must comply with safety standards and provide warranties that meet or exceed industry standards.
