DNR RFP State Fair Fish Pond 6 Water Ctrl Struct

Background
The Minnesota Department of Natural Resources (DNR), Operations Services Division, and Fish and Wildlife Division is seeking proposals from consulting firms for professional services related to the State Fair Fish Pond 6 project.

The goal of this contract is to prepare construction plans and specifications for the replacement of a water control structure at Fish Pond 6, which is over 140 years old. The existing concrete structure, along with an access catwalk and stairway, requires replacement due to its age and condition. This project aligns with the DNR's mission to manage Minnesota's natural resources sustainably.

Work Details
The contractor will be responsible for:
1. Preparing construction plans and specifications for a new prefabricated concrete water control structure (approx. dimensions: 13 ft high x 8 ft long x 5 ft wide).
2. Removing the existing structure during a two-week period when the pond is drained.
3. Replacing a 20.5 feet long concrete gangway with galvanized steel members and installing a steel safety railing.
4. Replacing existing concrete stairs with prefabricated galvanized stairs on one side only, while removing the existing stairs on both sides.
5. Conducting a video inspection of the existing 24” RCP outlet pipe (estimated length: 600 feet) and amending the contract if repairs are needed.
6. Ensuring that all safety railings and catwalks meet OSHA requirements for pedestrian loading.
7. Deliverables include concept plans, preliminary plans, final design documents, bidding assistance, and construction management support throughout the project lifecycle.

Period of Performance
The contract is anticipated to commence upon Notice to Proceed (NTP) and will be completed by October 30, 2025. Key milestones include:
- Kick-off Meeting: Within 45 days of NTP
- Concept Plans: Due 45 days after NTP
- Preliminary Plans: Due March 21, 2025
- Final Approvals: April 11, 2025
- Bid Opening Date: April 29, 2025
- Award & NTP: May 23, 2025
- Construction Phase: August through September 1, 2025.

Place of Performance
The work will be performed at Fish Pond 6 located at the Department of Natural Resources Region 3 Headquarters Campus at 1200 Warner Road in St. Paul, Minnesota.
