Dnr Ewr Pt Skandia Wma Stream & Wetland Restore

Background
The Minnesota Department of Natural Resources (DNR) is seeking proposals from consulting engineering firms to prepare construction plans and specifications, provide construction inspection, and contract administration services for the Skandia Wildlife Management Area Stream and Wetland Restoration project.

This project aims to restore ecological structures and functions by converting a channelized section of stream and reconnecting the adjacent floodplain while protecting high-quality calcareous fens located upstream.

Work Details
The project involves several major elements including: channel plugs, channel excavation, site grading, channel grade stabilization structures, road crossing modifications, streambank stabilization, erosion and sediment control, and vegetation restoration.

The selected consultant will work closely with a project team from DNR, Murray County, and the Murray County Soil & Water Conservation District. The consultant is expected to provide preliminary engineering, design engineering, construction engineering, quality control, contract administration, and final documentation. Key tasks include conducting site assessments, developing restoration approaches based on existing data, preparing design recommendation reports (DRR), conducting regular meetings with the project team, preparing detailed design documents including CAD drawings and hydrologic models, managing bidding processes, overseeing construction activities with weekly progress reports and meetings, ensuring compliance with environmental regulations such as NPDES permits, and providing final construction documentation.

Period of Performance
The anticipated contract term is from January 1, 2025 to June 30, 2027.

Place of Performance
The work will be performed within the Skandia Wildlife Management Area in Minnesota.
