Despatch Ovens for Labs Mn Dot D8

Background
The State of Minnesota, through its Department of Transportation (MN DOT), is seeking bids for the procurement of two Despatch Model RFD2-19-2E2 (SST) ovens. This solicitation is a No-Substitute Request for Bid aimed at enhancing laboratory capabilities within the MN DOT. The ovens are intended for use in materials labs located in Willmar and Marshall, Minnesota.

Work Details
The contractor is required to provide two new Despatch RFD2-19-2E2 (SST) Class A ovens with the following specifications:

1. Both ovens must be 208V with protocol 3 controller; no substitutions allowed.

2. Work chamber dimensions: 36.5 x 25 x 37 inches.

3. Capacity: 19 cubic feet.

4. Overall external dimensions for RAD: 79.5” x 44.0” x 77.1”.

5. Power ratings: RAD - 12kW; RFD - 16kW on 240/480, and 18kW on 208 Volts.

6. Operating temperature range: RFD -30°C to 343°C; RAD -40°C to 343°C.

7. Airflow capacity: 1,550 CFM with a recirculating motor of 2 HP.

8. Delivery locations include MN DOT Willmar at 2505 Transportation Road, Willmar MN, and MN DOT Marshall at 1800 East College Drive, Marshall MN, with one oven to be delivered to each location by May 15, 2026.

Period of Performance
The contract will commence on March 15, 2026, and will expire on March 14, 2027, or until all obligations have been satisfactorily fulfilled.

Place of Performance
The contract will be performed at two locations in Minnesota: MN DOT Willmar (2505 Transportation Road, Willmar MN) and MN DOT Marshall (1800 East College Drive, Marshall MN).

Bidder Requirements
Bidders must comply with Minnesota's affirmative action requirements if the contract exceeds $100,000 and if they have employed more than 40 full-time employees in the previous year in Minnesota or their principal place of business. Additionally, bidders must not be debarred or suspended by any government entity and must certify compliance with nondiscrimination laws.
