Background
The University of Minnesota is seeking to enhance its marketing and communications efforts, which are currently hindered by a decentralized structure. This has resulted in inefficiencies in managing over 2,000 web properties and sending 120 million emails annually with duplicated efforts.

The lack of a central repository for tracking relationships and coordinating messaging has prevented a unified strategy, leading to oversaturation and reduced engagement with constituents. The goal of this contract is to implement a comprehensive and centralized Content Engine and Digital Asset Management (DAM) Platform to address these issues.

Work Details
The contractor will be responsible for providing a centralized Content Engine and Digital Asset Management (DAM) Platform that includes the following services:
- Integration of existing web properties into a cohesive system
- Development of tools for tracking constituent relationships
- Coordination of messaging across various units
- Analytics capabilities to understand audience engagement
- Features that allow for personalized content delivery.

The platform should also support the efficient management of digital assets to reduce redundancy in communications.

Period of Performance
The contract will be performed over a period of 12 months from the date of award.

Place of Performance
The services will be performed at the University of Minnesota's campuses located in Minneapolis and St. Paul, Minnesota.

Bidder Requirements
Bidders must demonstrate experience in implementing similar digital asset management systems in higher education or large organizations. They must also provide evidence of compliance with any applicable state or federal regulations regarding data privacy and security.
