Bid for Campus LED Conversion

Background
Washington County is soliciting bids for the conversion of LED lighting at the main campus located in Stillwater, MN. The project aims to enhance energy efficiency and reduce operational costs associated with lighting.
The Board of County Commissioners reserves the right to accept or reject any bids.

Work Details
The contractor will provide materials and labor to replace fluorescent lighting fixtures with LED fixtures, with a total budget not exceeding $250,000. The priority order for replacement includes:
1) Level 4 of the Law Enforcement Center (County Attorney’s Office),
2) Security lighting in the Washington County Jail (mezzanine lights on levels 3, 4, and 5),
3) Secure Level 1 of the Law Enforcement Center (Sheriff’s Evidence Room and SWAT Garage),
4) Level 3 of the Law Enforcement Center (Accounting, Finance, IT),
5) Level 5 of the Center (Human Resources and Board Rooms), and
6) Level 1 of the Courthouse.
The contractor must identify suitable LED fixtures, provide recommendations for dimming and motion sensors, ensure compliance with local codes during installation, and offer training on maintenance post-installation. All work must adhere to accepted standards of workmanship.

Period of Performance
The contract will commence upon award and is expected to be completed within one year or until all work is finished.

Place of Performance
The work will be performed at various locations within Washington County's main campus in Stillwater, Minnesota.

Bidder Requirements
Bidders must comply with Minnesota Statute Section 181.59 regarding nondiscrimination. They must also provide a bid bond or other acceptable security amounting to at least five percent (5%) of the base bid amount. Contractors are required to maintain insurance coverage including Commercial General Liability, Automobile coverage, Worker’s Compensation, and Professional liability. Additionally, contractors must verify compliance with responsible contractor criteria as outlined in Minn. Stat. § 16C.285.
