Background
Washington County is implementing an Artificial Intelligence (AI) Policy to establish a comprehensive governance structure for AI systems used by or on behalf of the county. The policy aims to enable employees to utilize AI systems for community benefit while safeguarding against potential harms. It provides guidance for various stakeholders involved in the procurement, configuration, development, operation, and maintenance of AI systems.

The AI Policy outlines key objectives including:

- Providing clear guidance for decision-making;

- Assessing and managing risks associated with AI systems;
- Aligning governance with existing data security and privacy measures;
- Defining prohibited uses of AI; and
- Ensuring compliance with applicable laws.

The policy applies to all systems utilized by Washington County and all personnel involved in managing these systems. It emphasizes human-centered design, security, privacy, transparency, equity, accountability, effectiveness, and workforce empowerment as guiding principles. Specific prohibited uses include submitting nonpublic data to public AI systems, generating misleading content, overriding safety filters, social scoring, and cognitive behavioral manipulation.

Bidder Requirements
Contractors must comply with the AI Requirements outlined in the AI Handbook overseen by IT. Additionally, vendors are required to adhere to Washington County policy standards through contractual agreements.
