2026 & 2027 Right of Way Professionals Workshop

Background
The Minnesota Department of Transportation (MnDOT) is issuing this Request for Proposal (RFP) to establish a contract for the 2026 and 2027 Right of Way Professionals Workshop. The goal is to facilitate a conference that will gather professionals in the field, with an estimated attendance of 350 participants.

Work Details
The contractor will be responsible for organizing the Right of Way Professionals Workshop for two years, specifically on the following preferred and alternative dates:

- For 2026:
- Preferred dates: September 22-25
- Alternative dates: September 15-18 or September 29-October 2

- For 2027:
- Preferred dates: September 21-24
- Alternative dates: September 14-17 or September 28-October 1.

The venue must be located within 180 miles of MnDOT's Central Office in St. Paul, MN. The contractor must ensure that lodging, conference, and parking facilities are within one-quarter mile of each other or provide shuttle services if further apart. Additionally, the contractor is required to submit various documentation including responder declarations and price schedules.

Period of Performance
The contract term will commence upon execution and will continue until December 31, 2027. There is an option to extend the contract for up to three additional months at the discretion of the State.

Place of Performance
The conference facility must be located within a radius of 180 miles from MnDOT's Central Office at 395 John Ireland Blvd., St. Paul, MN.

Bidder Requirements
Bidders must comply with Minnesota's commitment to diversity and inclusion. They should provide all requested documentation including responder declarations and forms related to workforce and equal pay declarations. Additionally, bidders must not be debarred or suspended by any governmental entity.
