Background
The City of Detroit Office of Contracting and Procurement (OCP), on behalf of the Housing and Revitalization Department (HRD), is seeking proposals from qualified organizations to provide year-round emergency shelters for residents experiencing homelessness in Detroit.
The city's homelessness response system aims to prevent, divert, and end homelessness through various programming. Currently, there are 943 year-round emergency shelter beds operated by 10 non-profit organizations funded by the city. The goal of this RFP is to maintain the current number of shelter beds within the homelessness response system.
Work Details
The selected contractors will provide emergency shelters that offer overnight accommodations, basic needs, and housing-focused case management services to individuals and families experiencing homelessness.
Services must be available 365 days a year with a focus on transitioning residents to permanent housing as quickly as possible. Emergency shelters must adhere to a low-barrier approach, accepting all referrals without screening out individuals based on substance use, mental health issues, or family composition.
Facilities must meet specific requirements including:
- Separate areas for men, women, and families with children
- ADA accessibility
- Showers
- Bathrooms
- Community spaces
- Private meeting spaces for case management
- Administrative offices
- On-site laundry facilities
- A full kitchen if meals are prepared on-site.
The maximum funding per program is capped at $500,000 for a 12-month period from July 1, 2026, to June 30, 2028.
Period of Performance
The contract will be for one year with an option to extend for an additional year upon approval from the Detroit City Council.
