Description

Background
The City of Detroit Office of Contracting and Procurement (OCP) is seeking proposals from qualified respondents to provide waste oil removal services for the General Services Department. The goal is to ensure proper disposal and recycling of waste oil, antifreeze, contaminated fuel, and other related materials at various city locations over a three-year period.

Work Details
The contractor will be responsible for the following services:
1. **Waste Removal**: Regular removal of waste oil every two weeks or at least once a month, with the ability to respond to additional requests within three working days.
2. **Emergency Response**: Removal of waste within 24 hours during emergencies as coordinated by city personnel.
3. **Miscellaneous Waste Disposal**: Assistance with the disposal of hazardous materials such as paint and oil-soaked rags.
4. **Pricing Structure**: Waste oil will be priced per gallon; antifreeze and contaminated fuel will have a pickup cost, while waste filters will be picked up in vendor-supplied drums at prorated costs based on fill levels (acceptable measurements include 3/4, 2/3, 1/2, 1/3, and 1/4).
5. **Scheduled Pickups**: Waste must be collected from twelve designated city locations on the same day every two weeks.
6. **Drum Replacement**: The vendor must supply all necessary drums for collection.

Period of Performance
The contract will be performed over a period of three years from the date of award.

Place of Performance
Services will be conducted at various City of Detroit locations including but not limited to Davison Yard, Street Maintenance, Russell Yard, Fire Apparatus site, GSD Huber, Southfield Yard, Detroit Police Harbor Master, DDC, Shoemaker Terminal, Gilbert Terminal, Central Heavy Reps Garage, and Coolidge site.

Bidder Requirements
Bidders must demonstrate a minimum of five years’ experience in waste removal services and provide three professional references from previous contracts within that timeframe. Additionally, bidders must submit company policies for waste removal and disposal.
